Remove the unreliable close/reopen trigger-pr-checks job from release.yml. GITHUB_TOKEN events don't trigger other workflows, so close/reopen never worked. Instead, release-pr-checks.yml now posts commit statuses directly to the PR head SHA via the GitHub Status API after workflow_run completes.
